People living in local government in England who suffered from the levels of poverty before coronavirus now face the greatest increase in unemployment since the onset of the pandemic.
Julie, from County Durham, replaced work a week before the lockout, then ran out of paintings and was not eligible for the licensing program.
The Treasury says it has put itself in a position to help the poorest communities.
